Dear,
Thank you for your email to David Powell to which I have been asked to reply.
The allegation of breaching SECT 63A of the Domestic Animals Act 1994 has been investigated by council rangers and was found to be substantiated. As a result, action has been taken under the Domestic Animals Act by way of a First and Final Warning.
Kind Regards
Phil

Dear David,
I wrote to you back in August asking your Council to investigate my serious concerns of back to back breeding at Rutland manor, in particular one of the current dogs, Shania.
I did provide evidence at the time which proved this dog has had up to 7 litters the last 3 were all within a 12 month period, a clear violation to the mandatory Code of Practice for Breeding and Rearing Establishments.
I appreciate the time Council has taken in investigating the issues around Rutland Manor.
Are you able to please update me on my complaint. I am able to provide further evidence of Shania's last 3 litters if Council wishes
Thank you

Dear David,
Re: Rutland Manor Puppy Farm
It has been brought to my attention recently that it was you who refused to sign relevant documents that would of allowed Beverley Manners to debark her dogs.
I sincerely wish to thank you for personally intervening and making this decision. As you are no doubt aware that debarking the dogs was not a last resort or a solution to the problem.
I ask that you please intervene personally once again and ensure that the Code of Practice for Breeding and Rearing Establishments is enforced in regards to the dog known as Shania.
This dog has been bred 3 times in the last 12 months which is a clear violation to the Code.
Only Council can enforce the Code, RSPCA have no powers under this legislation. I know that this Council has tried many times in the past to work with Rutland Manor and that enforcement action is used as a last resort, however Beverley has had many chances now and I ask that you now take enforcement action, no dog should be bred repeatedly simply for profit, this is why we have legislation to protect these animals.
I attach Beverley Manners statutory declaration. I believe that Beverley Manners has signed this stat dec which contains false information in order to persuade the vet to perform the debarking surgery.
I ask that you also follow this up as I believe an injustice has occurred regarding the dogs unnecessary surgery.
Look forward to your reply
Regards,
